Initialization Problem

Hi,
went to fire up my app this morning and was greeted with the following 
message:

Message: null
Description: No details available.
Sender: org.apache.cocoon.servlet.CocoonServlet
Source: Cocoon Servlet
cause: Cannot load properties file 
resource://org/apache/cocoon/cocoon.properties
request-uri: /cocoon/beyarecords/login.html

Any ideas as to what may be causing this and how to resolve it? 
Re-build?
