Synopsis: 
BodyTag doInitBody and doAfterBody called on tags without body

Description:
Even if a BodyTag-tag used in a JSP does not have a body 
the doInitBody and doAfterBody methods are called. According to JSP 1.1, section 5.4.4, these should not be invoked if there is no body!
