Not sure if this strengthens the case for improving the error handling in `TabletStateStore` - but in the test, the bad server scan sees the communication error - but it does not reach the threshold to mark the server as bad (it takes 3 failed attempts). It seems that depending on which server is used by `TabletStateStore` the test passes if it picks the "good" server. If it picks the dead, but not declared dead server, the socket closed / EOF exception triggers the test failure.
It seems that trying to talk to a recently deceased server should be an exceptional condition that we should handle correctly rather than working around it in the test.
