I may have found a small problem with the licensing.

Some of the projects use svg icons.  These are appropriately noted in the bin
and src licenses in those "distributions". 

However, the augmented license and notice files for these did not get
incorporated into the plugin jar build.

I think this needs to be corrected, as our Eclipse plugin install agreement is
generic (like the standard Eclipse plugin one) and refers to individually
present license/notice files within the plugins.
