ap_stat()

Always returns APR_ENOSTAT if the file is not found which causes problems
for get_path_info(). This is preventing PHP from running on Windows and
could be the source of the problems Ben is seeing as well. FYI...

PHP runs out of process (i.e., as a CGI) on Apache 2.0 for Windows. I am not
using mod_php.

I'm having a hard time understanding how this could be on 2.0, because PHP
doesn't even compile with 2.0.  Unless, Bill is talking about php as a CGI
program.  I am currently working on porting PHP to Apache 2.0.  This is
requiring some pretty massive chagnes to our configure stuff though, so
it's taking a little while.

Good catch.  This was a hold-over from code that was written a long time
ago.  I just committed the fix.
