I believe I've found a workaround that does not require a force restart. The issue just occurred, and I quit the original instance of Netbeans.  I tried to quit the new instance – no luck.  Force quit failed, too.  I then opened Netbeans as if it were not open at all, and the new instance opened.  I was then able to quit the new instance.

Hopefully the bug that is allowing multiple instances to start will be fixed soon.  Until then, maybe this workaround will help other developers who are experiencing this problem.
