This is mostly completed except for environment.xml. Environment.xml will never be validated as is. Instead each of the individual descriptors that are part of environment.xml will be broken out and validated individually.(See PNIX-10)

So this can be considered completed.

Description:
We need to validate configuration files in Phoenix. We can potentially validate all of the configuration files except SAR-INF/config.xml and parts of the kernel.xml. 

These parts will only be validated if the individual components request validation.
