[I] Add Markdown linting (tooling-trusted-releases)

Our [tooling-docs](https://github.com/apache/tooling-docs/blob/main/.github/linters/.markdown-lint.yml) have Markdown linting, but we do not presently have any such lints in ATR. We should add some.

I had to check MD041 in ATR too for similar reasons. Often it's useful to generate fragments of documents and then combine them elsewhere in a build process. We could add it but then take it out if we ever want to use such a build process in ATR.

For ATR I am good with MD041, but in tooling-docs we actually don't want to H1 first since the pelican template uses the metadata `title` to insert an H1 automatically.

My preference would be for MD001, MD002, MD003: atx, MD004, MD005, MD007: 2, (MD009 is covered by an existing separate lint), MD010, MD011, MD012, MD018, MD019, MD022, MD023, MD025, MD027, MD028, MD029: one, MD030, MD031, MD032, MD035: consistent, MD037, MD038, MD039, MD041. I would add many more, if they existed.
