[PR] Remove OWASP dependency check from CI [bookkeeper]

   ### Motivation
   
   OWASP dependency check is very slow in CI and it is not needed any more since GitHub Security provides alerts about vulnerabilities in BookKeeper.
   
   ### Changes
   
   - Remove OWASP checks from CI jobs
