I can still reproduce this issue in the latest build.The api call used is as below
http://10.147.38.142:8096/client/api?command=createUser&account=admin&email=fchristi@royalnavy.mod.uk&firstname=Fletcher&lastname=Christian&password=pass&username=fchristi1
The Db details are as follows
mysql> select * from user where username='fchristi1'\G
*************************** 1. row ***************************
id: 11
uuid: a38409ab-24d0-4522-abbb-96f7f523114a
username: fchristi1
