### Description

Currently, the workload group policy does support username as a condition, but it could only take affect in FE not in BE. So if we want to cancel the query when username="abc" and scan_bytes > 1000, it does not work.
I think we can send the username info to Backend in coordinator and save the information in QueryContext. Then we could implement the policy in BE.

In our production environment, we are using the Workload Group Policy feature and have also noticed the existing limitation regarding the usernamecondition. If it could take effect on the BE (Backend) side, the Workload Group Policy would be even more useful
