### Rationale for this change
In general, all our `.cmake` files should be `cmake-format` targets.

Add missing patterns for `cpp/src/**/*.cmake`.

After merging your PR, Conbench analyzed the 6 benchmarking runs that have been run so far on merge-commit ebc23687cb0376e24a0f002fe710db5ad891c674.
There were no benchmark performance regressions. 🎉
The [full Conbench report](https://github.com/apache/arrow/runs/17184822203) has more details. It also includes information about possible false positives for unstable benchmarks that are known to sometimes produce them.
