When volume Snapshot is still in progress for root volume, restarting Vm waits for the snapshot to be completed before it was be started.

Steps to recreate the problem:

Deploy a VM.
Take a snapshot of the root Volume of this VM.
When snapshot is still in progress ,  stop the VM.
Start VM.

Notice that the VM state is in "Stopped" state and transitions to "Starting" state only when the volume snapshot is completed.
