LAST_UPGRADABLE_LAYOUT_VERSION is currently -7, which corresponds to Hadoop 0.14. How about we bump it to -16, which corresponds to Hadoop 0.18?
I don't think many people are using releases older than v0.18, and those who are probably want to upgrade to the latest stable release (v1.0). They can always upgrade to v1.0 and then eg 0.23 from there if they want.

Eli, I have not reviewed the patch completely. A quick comment. Please keep the version and corresponding feature name in LayoutVersion.java . Though these versions are not used, it would be good to keep the history and serves as reference to the features in HDFS.
