build/aix update and corrections

After playing around with having apr and apr-util seperate from httpd I
noticed a few improvements.

1: error in AIX layout
    localstatedir: /var/httpd
(was:     localstatedir: /var+)

2. changed the main build script name back to build/aix/buildaix.ksh
* reason: can use the same name for apr, rather than different names for
each project

3. corrections: found errors, and updated packaging to include a ROOT part
as preparation for multiple system installs (nim SPOT parts, and more
generally, WPAR support) - see new tar file - attached.
