Replace commons-xo with xstream in Turbine 2.4

Hi all,

I've been playing around with xstream in my own version of Turbine 2.4, and
I'd like to use it to parse the pipeline files.  I don't want to rely on
commons-xo which has various dependencies on commons-io (which are not 1.0
compatible) and is yet another sandbox component that no one uses.

Xstream has momementum and a compatible license.  And is a lot simpler then
betwxist which is undergoing some major refactoring at the moment.  BTW, I
am trying to monitor #turbine on irc.freenode.net if anyone wants to chat.
