   Tables in the online environment can be divided into two, SLA Table(high requirements for stability) and non-SLA Table.
   From the user's point of view, SLA Tables have higher priority.
   This means doris needs to support priority, including but not limited to compaction task.
   From the perspective of compaction, I think it can be bound to the concept of resource group.
   Some resource group can have higher priority, such as they can be prioritized comapction.
