    Description: Method `partitionRowIterator(String snpName, CacheConfiguration<?, ?> ccfg, int partId, @Nullable EncryptionCacheKeyProvider encrKeyProvider)` used only in IgniteSnapshotManagerSelfTest, so we can move it to the test class.
