dump/load?
Can I dum,p a repository on Linux and load it up on a newly created
repository on windows XP Pro?

Yes. The repository dump format is portable. Just use svnadmin dump then
find a way to transfer the dump file over to your Windows machine where
you can svnadmin load it.
