> For rotating the root CA certificates we want clients to start polling at a certain time for the new root CA. This might happen at a predefined time, or on demand from a CLI tool.
> A good start time for the default behaviour is around rootCA expiry - (2 * grace duration). By this time the sub CAs are still generating/propagating their certificates via Ratis, therefore an additional 4-5 minute delay should be introduced.
