Reading / writing xml elements with " type="xsd:boolean" fixed="true"

I  have this element in my schema:

<xsd:element name="C2" type="xsd:boolean" fixed="true" minOccurs="0"/>

Both option 1:
<Capability>
<C2/>
</Capability>

And option 2 :
<Capability>
<C2>true</C2>
</Capability>

are legal representantions

How can I generically enforce xmlbeans consuming a document containing a multitude of  option 1 to write out an xml document using option 2 ?
