Even if you export or download a plugin and then use the command-line tool to install the plugin using the local copy, any dependencies must be downloaded.  That means it's not possible to install a plugin to a server without internet access, etc.  It should be possible to package the plugin with all its dependencies so one command against one file can install the plugin and all dependencies.
