Ummm, no I don't think so... Those versions have some private (to
APR) changes which aren't present in other copies of config.sub and
config.guess. Where would buildconf get them? From the autoconf or
libtool installation?

Note that builds stopped working on Linux and FreeBSD right after this
commit...

So how do we back out a cvs remove? cvs add (again)?

As I understand it, some of the other copies of
config.sub/config.guess (e.g., src/config.sub) are created by
buildconf. ltconfig (or is it libtoolize?) is one creator of such
files, but it creates them (or on Unix creates a symbolic link to the
version where libtool was installed) in the directory where ltconfig
(or libtoolize) was run.

Do you know which code in the buildconf logic is overlaying
lib/apr/helpers/config.* on your system?

The problem is which config.sub and config.guess we are talking
about. APR's should remain in the tree, because they are not copied with
buildconf. Apache's should be removed from the tree, because they are
copied (or links created) by buildconf.

Yes, they're copied from /usr/local/share/autoconf/ on my system during the
configuration process, at least for me they are. If I'm the only one then
sure, I'll resurect them.

Yes, something like that.
