Bugfix for exceptions thrown during service construction

Hi there,

I posted a patch related to Bug #19836 last week.

There was an incomplete fix in Axis 1.1 final for dealing with thrown 
exceptions during service construction (lock objects getting left in the 
service map).

Do I need to provide more info/ a test case for one of the commiters to 
pick it up?
