Apache Xalan contributors:
A new Apache Xalan charter is being proposed.

Until late last year Apache Xalan was a subproject of the Apache XML
project. Late last year it became its own "top level" Apache project.
However the Apache Xalan project continues to run under the old existing
Apache XML charter (see http://xml.apache.org/mission.html), but with
references to the XML project in that charter taken to mean the Apache
Xalan project.
