SVN client config

Hi committers,

we need to take care for proper subversion client settings.

Please check if your client settings follow the suggestion
in this guideline:
http://www.apache.org/dev/version-control.html#https-svn-config

It is mainly about the svn:eol-style flag which should be set by the
svn client when adding new files to the subversion repository.
