If I make a typo in the name of a standard action, e.g. <jsp:userBean> instead
of <jsp:useBean>, no error is reported. According to the spec, a transaltion
error should occur if an action using a defined prefix is found with a name that
does not match an action in the corresponding library; this must apply to both
standard actions (with the "jsp" prefix) and custom actions.
