The would be like jakarta-servletapi and jakarta-watchdog in the sense
that whey would be separate CVS repositories (with a separate
checkout).  They would be unlike Watchdog (at least), because the
committer list would be shared with jakarta-tomcat and jakarta-tomcat-4.0
-- all Tomcat committers have access to all Tomcat repositories.

Several other projects are adopting this approach as well -- for example,
Ant has split off the development of the Antidote GUI into its own CVS
repository.
