shut down an Impala daemon

Tim Armstrong resolved IMPALA-1760.
-----------------------------------
Resolution: Fixed
Fix Version/s: Impala 3.1.0
This adds the primitive required for Impala to do a graceful shutdown. There is further work to integrate this with any management tools - currently this would require an admin user to run the command directly.

> In larger clusters, node maintenance is a frequent occurrence. There's no way currently to stop an Impala node without failing running queries, without draining queries across the whole cluster first. We should fix that.
