   Cluster e2e just verified the integration with coordinators and storage for now. We need to verify the real OAP cluster model data aggregation.

   L2 is not verified, so, we need a data accurate testing, such as count metric.
   We should mock an agent data or mesh data to generate one time off report. Then swctl checks the exact number of metric, rather than only greater than 0.
