There is occasionally a backlog of issues, many of which are essentially abandoned or have been resolved but never closed.
To deal with this and ensure that eyes are kept on "fresh" / pending issues, we can use a Github Action to mark issues as `stale` (via the label) and then close them after a specified period of time. https://github.com/actions/stale
We don't want to be too aggressive, and we can allow users to mark issues as `not-stale` (or some equivalent label).

We need to add a label `not-stale` (per the PR, issues marked as `not-stale` will be ignored).

This issue has been automatically marked as stale because it has been open for 180 days with no activity. It will be closed in next 14 days if no further activity occurs. To permanently prevent this issue from being considered stale, add the label 'not-stale', but commenting on the issue is preferred when possible.
