[users@httpd] Slow image loads

We are having some issues with very slow ( 5 to 15 seconds ) load times on 
16k images on our site.  This seems to happen under moderate load.  It does 
not seem to be any problem with bandwidth form the ISP.

Are there any Apache config issues that could be casing this?


Server uptime: 4 days 23 hours 50 minutes 24 seconds
Total accesses: 614960 - Total Traffic: 2.3 GB
1.43 requests/sec - 5.5 kB/second - 3931 B/request
54 requests currently being processed, 196 idle workers


Server Version: Apache/2.2.3 (Win32) mod_ssl/2.2.3 OpenSSL/0.9.8d PHP/5.2.0 
mod_perl/2.0.3-dev Perl/v5.8.8
