Actually, it says "compatible", so it likely is OO or LibreOffice. 
Given the ad mentions shipping, I suspect it's a CD.  So, if is a CD,
without crapware, then it's OK.  However, it would be nice if they said
what it actually was, including version nunber.

Regardless, one should never have to pay for an OO download.  CDs should
only be a nominal amount.

As always, download only from www.openoffice.org.

OpenOffice can be downloaded free. We recommend to download only from www.openoffice.org
This site will redirect to SourceForge servers, where the files are stored. The download should then begin in about 5 seconds, without need to click on anything else.

Screenshots and description look like OpenOffice.

It is possible to sell OpenOffice on EBay, see 
http://www.openoffice.org/distribution/

But we recommend to download from our official site only, see 
http://s.apache.org/genuine-openoffice (and the download from the 
official site is of course complete and free).

I agree.  There's nothing wrong with selling a CD for a nominal amount. 
However, it would be better if they called it OpenOffice right at the top.

The only issue that I see is that those guys are using the term 
"Professional Open Office Suite" with the description of thus Ebay 
auction [1] because their shouldn't be any additions such as 
"Professional" to the brand name. Everything else seems to be OK. The 
copyright attribution seems to be appropriate. They even pointing out 
how AOO can be downloaded from the Internet.

There are circumstances under which purchasing Open Office is a rational
decision.

To address the original poster's question, purchase of the CD is a
reasonable action:
* Data transfer limits;
* Low throughput speeds;
* Dirty network connections;
* Installation on a computer that has no network connection, and
SneakerNet is not a viable option;
