To create user account other than using telnet

Hi,

I would like to create the user account, basically to control the admin from
web browser rather than using 
telnet.
Could any one help me out in solving this problem.

How do you want to admin James ? With which technology ?
I just can propose you a java class from Don Saxton. (you can use it in
JSP/servlet)
