When some host not served by Tomcat, Tomcat must redirect to default host - not 
internal forvard.

For example:
default host 'aaa'
host 'sss' temporary down
Search engine start indexinf host 'sss'. But beacause 'sss' is down, search 
engine indexing pages on host 'aaa'. 
When host 'sss' is startup, all indexing page is broken.
