Last I heard, we don't allow inclusion of the license by reference,
which means someone will have to go into each one of these files and
put the full license...

This has been discussed on various lists, most recently on
general@jakarta.apache.org under the subject "Short Apache license for
source files".

In short: using the short license has never been authorized
by the board, and as every other ASF project has always
done, put the entire license on the top of every source file.

(One goal of the next version of the license is to allow inclusion
by reference, so this issue is being address, it's just not yet solved.)

topic. I have followed a lot of discussions but never found such a
statement. Maybe I just missed it. If anyone has one I'd be glad to send
a patch.
