Tag directory structure

With the switch to more modular distributions I don't think it is  
appropriate any more to group the tags by version number and that  
instead we should group them by the distribution itself. In the  
current timeframe that would give us a structure like:

tags/
   java-pom-parent/1
   java-buildtools/1.0-incubator-M2
   java-sdo/1.0-incubator-M2
   java-das/1.0-incubator-M2
   java-sca/1.0-incubator-M2

(depending on exactly what the source distributions were).

This grouping would remain as we release future distributions (for  
example, with the next release of SDO being "tags/java-sdo/1.0- 
incubator-M3").

The advantage of this is that it allows each sub-project to do future  
releases independently of the others without ending up with tag  
folders containing versions from different time periods.
