While conceptually distinct, the "cosmetic improvements" covered by this ticket ends up touching the same code as the related effort to migrate our APIs to JAX-RS (see SOLR-16370).  In practice, it's proven both convenient and easy to handle both of those tasks together within the same PRs.

To better reflect this, I've broadened the title and description of this ticket to cover both the cosmetic-improvements and the JAX-RS migration.  I'll close out SOLR-16370 and its children as duplicates shortly.
