Installed Tomcat from tomcat-4.1.18.exe.  The 
default tomcat homepage file resides at $CATALINA_HOME/webapps/ROOT/index.jsp. 
But, the text in that file mistakenly says it resides at
$CATALINA_HOME/webapps/ROOT/index.html.
