tagsoup 1.0 rc3 is located here: http://mercury.ccil.org/~cowan/XML/tagsoup/tagsoup-1.0rc3.jar
I also found tagsoup 0.9.7 here:

I'm attaching the jar file.
Please realize that I don't work on this project. It's just that it's needed for xom which is needed for httpunit
