> As I see we have only one place, where we can add action related to all Services. Label may be changed for some more informative and clear one. After clicking on action we may show confirmation popup with list of components or services (or both) that will be restarted and warning, that we now have for restart popups ("This will trigger alerts as the service is restarted. To suppress alerts, turn on Maintenance Mode for <list of services> prior to running Refresh All").
