I guess this would be possible using the dtd for HTML4 loose (since that's most
commonly used, and has the broadest set of tags):
http://www.w3.org/TR/html4/loose.dtd

Perhaps a script could be made, that would extract the appropriate tags, to
automate the process.  I've seen this practice as well.  Would be a good test.
