Yup... pick up the svn-win32-libintl package from the "Windows libintl" 
area on subversion.tigris.org, and point to that with gen-make.py 
--with-libintl=...

Aargh, another round of serious INSTALL changes is on the horizon...

Done. Does this meas yours and sussmans builds are compatible now wrt l10n?
