0.1-incubating release?

Hey Guys,

I think it's time for an 0.1-incubating release. Gora works (most of the time hehe), and it's already being used in downstream projects (e.g., Nutch) where a stable version of the system would be really appreciated.

Any volunteers to RM the release?

Shall we commit https://issues.apache.org/jira/browse/GORA-20 first? Most
JIRAs marked for 0.1 are wishes/tasks but GORA-20 is pretty vital for
NUTCH-2.0
I can have a look at it next week

We could rotate for being the RM.

I could volunteer as RM for this release but I am not sure what needs
to be done.
I have never done it for other Apache projects.

Do you have link to steps/checklist need to be done to release Apache incubator?
