Release of log4net 1.2.9 beta

Greetings,

Log4net developers are happy to announce the release of log4net 1.2.9
beta. This, our first release during incubation at apache, includes many
enhancements and bug fixes.

The log4net website documentation has been updated to be in sync with
this release.

Hi Nicko,

given that the logging services download page encourages us to
subscribe to the announce@apache.org list, you may want to use that
list for your announcement ;-)

[you should be using your apache.org address, if you do, this will get
the announcement moderated through faster].
