Open a command-line and change directory to  C:\Program Files\Apache Jetspeed 2.0\bin and then run startup.bat and see if that works. If that doesn't work, unset CATALINA_HOME and try again.

Clearly some command that is getting executed under the distribution is not quoted properly so the windows command interpreter is trying to
exceucte:

"C:\Program" and is thinking that  "Files\Apache" is some misplaced argument or something.

Try running:

>"C:\Program Files\Apache Jetspeed 2.0\bin\startup.bat"
