   ### Summary
   
   `ChangePasswordDTO` requires both passwords and bounds the new password to 8–256 characters. It had no tests.
   
   ### Changes
   
   - An empty request reports the required messages for both fields
   - A too-short new password is rejected with its dedicated message
   - A complete request passes validation
   
   ### Testing
   
   `mvn test -Dtest=ChangePasswordDTOTest` passes: 3 tests, 0 failures (first coverage for this DTO).
