Seems reasonable to me.

Just to clarify for people who may have been reading fast:

Where Blair says "the branch" in the last paragraph, he means a new
branch (not yet created) that would be a derivative of 1.4.x except
that it would have the incomplete-directories changes merged into it.
Note that the incomplete-directories changes would *also* be merged
into trunk by that point.  And today's incomplete-directories branch
would be gone, since further development would be happening in trunk
by then.
