[JEX] is in the sandbox

I have committed the initial version of JEX to the sandbox

Home directory:

    http://jakarta.apache.org/commons/sandbox/jex/index.html

CVS repository:
    http://cvs.apache.org/viewcvs/jakarta-commons-sandbox/jex/

You should be able to build it, provided you download js.jar from mozilla
yourself.  The tests appear to run just fine.
