session always old

In ver 4.1.18 & 4.17 I never get a null value from request.getSession( false ),
and the value of isNew() is always false.

I have tried the same code on 4.0 & 3.2 and it produced the expected results.

It always behaves as if the session is old, but it doesn't have any attributes
set, so I don't think that I am getting an old session.
